The helicopter was lowering to the edge of the building, which the SWAT team was also facing as if to pick them up from the buildings edge without landing. A helicopter pilot would never get that low while being that far off from where they were landing on. They would be directly over their landing site at that height, which was around only 20ft.

You just need to watch the scene to know where the helicopter, the helipad, and the area and you can make reasonable determinations just by thinking things through.
