I worked at a high-end hotel. If housekeeping finds any items left in a room they are suppose to turn it in to 'lost and found'. The hotel keeps it for 3 months and if it is not claimed whoever finds it gets to keep it. So if Drake did not file a claim with the hotel within 3 months, it would not be considered stolen.
