You have to be arround level 31, do the mssion to unlock the friend level sistem and talk the characters atround the map. You can check wich characters are in the map
Press Q, brings up the Messages page. It opens up story messages by default and the one page to the left of it opens up personal messages which then lets you to hang out with the selected characters, 3 times per day.
