I doubt that the HP is accurate. My C6 ZO6 with cam, heads, intake, headers and exhaust, cold air induction, large fuel injectors makes 626 at the wheels. With a 15% deficit for the drive train, that is 720 at the motor. I see the stock intake on this car so maybe not. But it does sound nice.
That thing either has more than cam/heads or, I agree, nowhere near 720hp. I've got a 2010 Hennessey HPE700. It has a few mods and a re-badged (by Hennessey) e-force supercharger. If mine only has 700 at the crank...

One reason why it started up like that is probably because his car's battery is not making enough power to start the car with all those modifications on it. I had a highly built cammed 1994 Camaro Z28 with a stroked out 383 and it would start like that at times because my battery wasn't making enough power to start the car
