so funny story, my house in the north of England only has a max of 1.6 download and 09.mb upload speeds and I work online haha it really makes it a lot easier to deal with "Bad internet" abroad when im travelling
Colombia is a great place. Make sure you get out the city though and check out the coffee region. Jardin, Jerico, and Salento are a few favorites. Also near Filandia is a coffee plantation with the farmer Nico called coffee tour el Berlin on facebook. Picks you up in an old jeep and has a really cool story.

Yes, i always go on a tourist visa and if I need to leave and come back I do unless I’m 100% I will stay and then I will apply for a long term tourist visa but always a tourist

South America is not as cheap as you think. This grocery store is a middle tier shopping center. However, there is a less expensive local market called Justo & Bueno. Less variety but much less expensive on the essential products.
Talk to a local and find out where they shop. Most locals aren't going to be able to afford a $90 bottle of scotch or $5+ for crunchy peanut butter. There are local markets to get groceries. Exito is a chain store for the affluent. A local can get a few things there fairly inexpensive though.
