Yes this is for couple. It will be less for single person. Also, few things are optional like gym and wifi plan. For single person you get option to share expenses with roommates also.

yes dependent are allowed to work but still they need sponsorship from organisations to convert their dependent visa into work visa. Moreover, government is working on a bill to even make it simpler for dependents to work.

It depends on type of visa you have. For blue card holder you are eligible in 2-3 years and for others you are eligible after 5 years. For complete detail please visit guichet.lu. Also, if you are coming on blue card you have almost same benefits as a locals including voting rights.
