Set the modulation algorithm 4, OP 1 & 3: feedback 0, Multiplier 1, TL 23. OP2 & 4: Multiplier 1, TL 0. All decay to 0. You won't get the quick decay at the beginning though.

Looks more like an atari bass played back on a vic 20.
