Thanks for these clarifications but it takes two to tango. Can we hear from the other side also? Relevant laws should be amended so that folks who handle money and related matters for service delivery e.g Engineers, CFOs, Accountants, Secretaries of Finance etc are professionals. In case of professional breach, members should be held accountable not only by govt, but also, professional associations/institutes e.g Uganda Institute of Professional Engineers, Institute of Certified Public Accountants of Uganda etc.
