Even if Luke did report Mandy, it would be very difficult to prove Ella stabbed Jordan without the weapon, and with Charlie having confessed. Mandy could not be charged either, if she claimed she thought Ella was lying about having killed Jordan for attention. Since Mandy wasn't there when Jordan was killed, she doesn't know who killed Jordan, consequently she neither could shield a murderer. Besides Ella isn't a murderer. She didn't plan in advance she would kill Jordan, but grabbed a knife from a table and stabbed him. And because she feared Jordan was about to kill Charlie, she was justified to stab Jordan, cause she did so cause she thought he was going to kill Charlie. So by stabbing Jordan, she saved Charlie.
