Still crazy to me that Slacks knows all this happened and his excuse for not following up with any of it is he "is too biased against the mayor" to pursue it and just left it alone instead of handing it off to someone else.

CG don´t have the government behind them. That´s why they´re the antiheroes here. They might be criminals, they might have selfish motives, but they´re fighting a corrupt and criminal state. A corrupt state is bad for civilians as well.
