At this point I am sure the neighbors would not mind if you and a squad of fellow veterans launched an operation to retake the house and yard from the coyotes and get rid of the mosquitoes and cleaned it up and moved in.
Why don’t they fine the owner? This is ridiculous. They know these animals can carry rabies, but just choose to leave them. It’s time for the neighbors to take matters in their own hands.
