Do we need to declare investigation which took place over 3years ago-every year or just once is enough?

Hi I'm a professional social worker from India. I'm currently planning to get Social Work England Registration. A friend of mine told me that there is a huge delay in processing applications from overseas applicants. It would be great if someone could give me clarification on this. (I need the registration within 3 months )
