I know that for the sake of immigration it's much easier to start a business in the local area to make your application process smoother. Usually these people who had degrees from their own countries don't get credit for their degrees so they have to start from scratch in a university despite their years sometimes even decades of experience. So they end up opening a restaurant (usually a middle eastern restaurant) or any other business instead to manage their finances
