Is it mandatory for one to consider factoring in laser kerf while designing for laser cutting parts

“Mandatory” is a very strict word. It’s a good idea if you have knowledge in that area. I would suspect many designers do not. I feel that it’s okay to let the designers design and then engage with the sheet metal manufacturers who have the expertise in what can be built and what can’t.
