Najam Sethi appears to be wrong on ECNEC. It doesn’t function as he was explaining. Projects don’t have to go to cabinet after approval by ECNEC. To understand ECNEC function, there is an independent process how projects are approved. Not all projects needs ECNEC approval. Ministries and departments prepare projects estimates and reports on a protons called PC1. Approval authority is dependent on project costs. Some may be approved by a forum called CDWP (Central Development Working Party) of the Ministry of Planning. If a project is above the approval authority of CDWP it then sends it to ECNEC. Projects funding comes through Annual Development Program or ADP. Najam appears to have no understanding of the process.
