Because it was only reported as a threat. The cyclist was only threatened after the culprit walked a few metres away from the first victim. So the cyclist didn't get to see what happened between the 2 Indian guys and the culprit

i wonder did the SPF and CPIB acted with such determination and quickness when arresting iswaran and ong beng seng on suspicion of corruption and graft charges last year? or is this treatment only specially reserved for lowly peasants and commoners of singapore? or did they give ong beng seng a call before hand suggesting he leave the country by private jet at kallang airport in case they might have to imprison him in case the charges turns out to be severe?
