Governor Mwangaza thanked CS Kuria for going to Meru to launch the project, after worries that the event would not proceed because of security concerns.
Kuria said he had visited zones to launch a similar project and had not met any opposition.
He said he echoed deputy president Rigathi Gachagua that area leaders sort wrangles.
"You will not get development if you are not united, so we need you to resolve your issues. Development should be priority," he said.
Mwangaza said the launch of the construction of the project works was a milestone.
"As county government we have contributed Sh250m. We had to reallocate funds to ensure the project takes off, it's a mega project. We thank President William Ruto's adminstration for giving us an additional Sh250m," she said of the project sitting on 100 acres.
Mwangaza said the location of the project along the Lapsset corridor which also hosts Isiolo International Airport will transform the semi arid area.
"Our mantra is making Meru happy by having sustainable development, by such projects as this aggregation and industrial park," she said.
She said: "When I launched my Manifesto I said we must free the people from all forms of servitude," said Mwangaza and told off those bent on sabotaging fulfilment her development vision.
She said her administration was building three dams with its funds, and the third in partnership with development partners.
Other milestones include a feeding programme for 60, 000 children in 777 ECDE centres, upgrading roads, youth empowerment.
"We are working and what you are hearing is just a few leaders. We want to be given an opportunity to serve the people,' she said.
Mwangaza said she was with MCAs in serving the people
CS Kuria said his visit was solely because of development having launched similar projects in Nyanza, Coast, Western and others.
The second county in Mt Kenya is Meru, after Laikipia, he said.
"This project is the 13th I am launching. It's ongoing in other countries. What I want is for all counties to benefit, to eradicate poverty," Kuria said.
He said he had a vision of employment opportunities for the youth which would reverse rural-urban migration.
"So that we have urban-rural migration and give youths job opportunities and economically empower the people," he said.
He said Meru had overtaken Kisii in banana production and was number one.
"This project will ensure the bananas are packaged and branded here and exported. We will do value addition for potatoes crisps z flour and others. We will also do value addition for avocado, macadamia and other products," said the minister.
He said the nearby Isiolo Airport would be upgraded with a fourth runway to ensure agricultural products were exported, as the national government was getting direct markets.
"Farmers will earn more and youth will get job opportunities," he said.
He said his ministry will provide capital for youths and women to create businesses near the industrial park.
He said they will be able to use machines provided at the park to manufacture various products.
He heaped praise on Governor Mwangaza for identifying the dry area to host the park and urged others to do work that will benefit the people.
He said improving the lives of people was better than the 2027 elections.
Governor Kawira Mwangaza flanked by Kenya National Chamber of Commerce (Meru branch) Chairman Joshua Mungania hosted the CS during the groundbreaking of the aggregation and value addition park in Ruiri-Rwarera.
Mr Mungania said; "As a business community, we are satisfied with what the governor is achieving and are fully behind here".
