I don't think so IAS,IPS officers can change the society and country completely they too are not having full powers and restricted at times . In country like India which is world's most complex place with cultural diversity and other socio-economic, political, ethical, regional, religious sentiments , humongous population it's really tough to make a transition. IAS officer mainly works on synchronisation between politics and governance and it's their job.

Hope soon people after years pass by people will start realize that civil services examination is not the toughest challenge because students who are stuck within their own fields of STEM aren't writing this exam 😂.
