Worse than that papers are marked on the basis of presentation... Best administrator's standard in Pakistan is how to write a perfect essay (even Al Farabi identified 20+ skills/qualities for an efficient administrator in the 11th century) We are not even close to following Al Farabi's 11th century model... More than 150 Hard+Soft skills have no inclusion in selecting administrators for the country... Administrators are selected on the whims of FPSC that which papers are declared high scoring and which ones low each year... After listening to this I believe first there should be a separate exam for selecting FPSC members+employees and then the examiners... Notwithstanding few exceptions scum is selected for these posts.. ASPs are selected just on the basis of which subjects were by chance high scoring in a year and all other criteria i.e. height, love of adventure, empathy, courage, high values etc etc are ignored... Probably the FPSC and the CSS exam system is one of the many reasons we are centuries behind the first world countries.
Just look at the objective of CSS, which is feeding docile servants to country's political/military elite. So you dont need anything fancy or intellectually rigorous to end up in the civil service. Look at India's UPSC in contrast and achievements of their civil servants today

Makes sense why we have so many candidates who succeed with less effort and analytical ability, just because they are good at using market gimmicks like "presentation". Saw many candidates getting ridiculously high scores in some subjects even with fundamental shortcomings like irrelevance, poor grammar and misspellings. This system is built in such an arbitrary fashion, no wonder we are struggling as a nation.
That's exactly what we wanted to say. It can be very disheartening to witness gimmicks being encouraged while intellectual depth seems to be discouraged by the system. Unfortunately, such occurrences can reflect some of the challenges that our country faces.
The guest in the very beginning mentioned that examiner is also a human who is stuck at may places in life at the same time. Besides the cost being paid for assessing the copy is not enough to encourage to read to word to word. In such cases it's very natural to be influenced by presentation.
Css is a paper of writing, where you do not physically appear in front of the examiner, it’s your only paper which represents your thoughts, personality, knowledge, and time management skills. You can’t excuse that good handwriting is bad thing to appreciate and you can’t excuse more writing pages of answer is bad thing to appreciate. Everything is matter. Everyone likes beautiful things. Similarly, Examiner likes beautiful handwriting. Good Presentation is an art and you should learn this art. You can’t blame the system. You should focus on your writing skills, instead blaming the system.
i hope that this is not taken amiss , but would'nt it be brilliant if the paper setters attempted their own Question paper , sticking , to the best of their abilities , to the 3 hr time limit and other circumstances of the exam and proceeded to evaluate their own answers ? How many marks , do u think , would a paper setter grant to himself, in his very own Question paper ? This may come across as rather futile , but i beleive it would establish great clarity within the mind of the paper setter(or examiner) as to the demands of his own Questions and the time constraints that inhibit student's responses . It would also help determine , whether the Question paper is , infact doable and therefore good , or whether the contents of the paper need revision .

Improve your writing ability, you will do it anyway with or without outlines! (Mistakes in your comment) if examiners don't have time" - There should be a comma after "if" to separate the conditional clause. "they should be not allowed to check papers" - The phrase "be not allowed" should be "not be allowed." "Do you think candidates have time to write outline in all Qs???" - "outline" should be pluralized as "outlines," and there should be a question mark at the end of the sentence. So, the corrected sentence is: "If examiners don't have time, they should not be allowed to check papers. Do you think candidates have time to write outlines in all questions?
Not that one disputes anything regarding the manner of response to this comment , for it stands , as it does , as an OP reply , it has to be admitted regardless , that writting an outline to all questions is not entirely practical . On a different note , do paper setters or examiners ever indulge in the exercise of attempting the Ques paper in front of them , within a 3 hr time limit ? For if they do , it would , perhaps ,endow them with a clarity of circumstances surrounding the student , that speculation could hardly provide . I donot , at any degree , doubt the competence and erudition of our good examiners and paper setters , selected as they are , from amongst the best in the field . I merely suggest that this paper attempting excercise may do us all good in terms of accurately assesing the answers provided . E.g The paper setter attempts his own Ques paper within 3 hrs , with a tea break or two , and then , proceeds to grade his own answers on a scale of 100 .

Its a really healpul video. But i need a little help. I graduated last year but i always wanted to take an attempt of CSS but i got a gov job immediately i got graduated. Idk it has been a year and i usually dont have time or energy to study when i come to home after job. I am passionate for css. I was asking for a serious advice should i quit my job to prepare for CSS because i dont think that keeping both things along would be a good idea. Should i leave my job? Try to take CSS in a slow process as for an average person it would take let's say 8 months you might take 12 months or 15 months.... Take it gradually don't over burden take both sides but in a balance, yess it will take more time but better than a regret later
