In Cuba, authorities have put a price cap on certain foodstuffs in an effort to control inflation. The limited products with capped prices include chicken, vegetable oil, powdered milk, sausages, pasta and powdered laundry detergent. (AP video shot by Ariel Fernández and Milexsy Durán)

In the photo, the kilo bag of black beans costs 450 Cuban pesos. At the current rate of exchange (1Cuban peso = 4.2¢ U.S.), this is about NINETEEN CENTS. The government has to be guaranteeing prices to farmers even as they are capping prices for consumers. The question is, where's the subsidy money coming from?
