You have to put flags side by side and you have to look what is on them. 1. Star---> Just 1 star 2. Line---> There are 2 line 3. Line---> There are 3 line 4. Circle--> There are 4 circle Etc.

you get that from completing rusty lake hotel all diner should be 3 stars if you do, you'll place the guest keys on the right number and you can open the vault (which has a cigarette) complete 3 star dishes + rusty lake cigars = secret code

11:57, i did not mentioned this achievement because you can not miss this achievement if you are finishing this level
