Cut Time, Double Time, Half Time In Music | EXPLAINED! 

Counting 1 + 2 + 3 + 4 + with drums, regular time usually has the snare on 2 and 4, with half time the snare is on the 3, in double time, the snare is one the "+" of every beat.

The way we musicians describe things isn't always straightforward - hear me out. For instance, I notice that DAW composers take a beat, say Kick, rest, Snare, rest, Kick, Kick, Snare, rest (as 1 bar); sort of traditional beat, and when they enter that in their DAW they double the duration of each beat (spreading it onto 2 bars), and call it double time, relative to what the normal bar was in. In traditional terms this would actually be going from regular time to half time (not double time). The difference is in the reason they are doing it (apparently) which is that the Hi Hats and snare embellishments and stuff can actually be entered in double time at that point, meaning that the feel of THOSE PARTICULAR ELEMENTS are sounding twice as fast (at least) So is it half time or double time? its fine to call it either, as long as we all understand each other. But at the end of the day we can't expect language to be perfect - and literally in the DAW we've doubled the tempo value (and doubled each beat duration) which would make a quarter note become a half note - but in reference to the pattern it is in relation to, the pattern DOES NOT sound sped up. It sounds slowed down.
