Well Italy at that time is like many other European countries is still in transition from agrarian to industrialist country. Which their industries is more developed to farming tools and luxury goods. Combined with ideas from great war where they suffer most in the battle on the Alps, their first priority is anti infantry vehicle with some armour, that capable to move around mountain area with relatively high speed which will be useful to over maneuver anti tank guns. It was a great vehicle at the time it released, but because the philosophy and the design is not fit for what came next where other country design more emphasis with armor and firepower, it became obsolete quite fast.
