But the mk.3 slows down time to 50%. That's faster. The mk.4 slows down time to 25%. That's slower. So no, it doesn't slow down time more. And the cool down is 30 seconds on the mk.3. That's a way longer cool down compared to the 15 seconds on the mk.4. The only thing you get with the mk.3 is a slightly longer duration. But that's not worth it.
I think you're confused with the wording in the descriptions. The mk.4 doesn't slow down time BY 25%, it slows it down TO 25%. That means it slows down time by 75%. The mk.3 only slows down time by 50%. The mk.4 is way better for slow mo.

if you punched fingers and cant get it anymore. IMO the best alternative for continuous use of Sandevistan is the epic Dynalar Mk.3. Slows time 50% 15 seconds and a 15 second cooldown
that one is best for the quick cooldown but you can get quite a few others in game Warp Dancer sandevistan is amazing but will have some downtime great for insane damage though if i remember correctly its downton city centre ripper doc
I think 25% is better than 50% in the game. The one I'm using is 50% and it looks like the enemies in this video are moving slower. Fingers is 25% and moving slower.
Not if you want to go for (almost) constant slow motion - it has longer cooldown. For this build QianT Sandevistan Mk.4 is uniquely suitable as it has only 15 sec cooldown and 3 mod slots which allow for 12 sec cooldown reduction in total. On top of that QianT Sandevistan Mk.4 only requires 15 Reflexes to be equipped so it can be used even by builds which do not max out Reflexes.
