Human eye doesn't take samples at discrete time intervals, the cones probably has some frequency response so the image start to blur. Look at the spokes of an alloy wheel or lathe chuck or something like that, you'll never find a frequency when you see it stationary or rotating backwards. (and don't get fooled by the flickering CCFL/LED room light) It is interesting however that for slower speeds, like paper exiting out of a label printer (200mm/s or so), when I concentrate, I can see it as stationary for a moment, like I would have taken a photograph. I don't know how exactly this works, but my theory is that I can sync to and follow the movement by moving my eye as long as it's within the range of motion.
