The prices in Cyprus are definitely not cheap anymore, but if you find the right property, and you have a nice business idea, you can definitely have a high ROI, even these days.
Especially residential properties are very popular in Cyprus, because investors turn long term rentals into short term rentals and Airbnb's, and instantly increase their yield return.
