if it's a redcuing agent, it should itself get oxidized. meaning, it should increase its oxidation number/lose an electron. Fe+2 is 3d54s1 and Cr+3 is 3d3 iron wants to lose an electron to enter half-filled d orbital stable state. Cr is already stable due to t2g half filled. hence, iron is a stronger reducing agent
