It is most certainly the work of a fan gathered on the The Definitive Remix Collection which is an unofficial release of remixes collected over the years, some never been acknowledged as made by the Chemicals even when they were the Dust Brothers.

It's just Da Funk mashuped with Chemical Brothers "Song to the Siren" In fact Chemical PROMOTED "Da Funk" By playing it on their sets also one of the first DP tracks was the remix of the CB's "Life is sweet" (GREAT ONE!)
"Mash-ups" are remixes. "Remix" came before "mash-up." mash-up is a lame-ass term Girl Talk started for kids born after 1995. Mix-tapes are also on cassettes, btw.
