Honestly, while he may be confused, this is actually quite sweet of Dagoth to do for Nerevar. Granted, it would've even better if he asked Nerevar questions about his life pre-Morrowind before this to avoid such a boondoggle, but the fact that he went out of his way to make something for his dear Nerevar, despite his racism against Argonians, is actually very touching. Really, I feel Nerevar could've handled this slightly better too. He knows Voryn is super old fashioned but trying his best. So maybe great fully accepting the gift, but then using the experience and opportunity for bonding to actually tell Dagoth about himself so they can avoid such confusions and situations in the future would've been a good way to handle it.

If I’m correct, then our Argonian Nerevarine could know how the beach bars should look(if they even exist there), despite not being born in Black Marsh.
