It depends on if you are talking about what someone looked like before (you are describing someone in a film that you watched yesterday or someone that you saw last week) or if you are talking about what they look like now. For example: Yesterday I watched a film and Angelina Jolie was in it. She had brown hair, blue eyes and she looked beautiful. She WAS WEARING a red dress. Because we are describing someone that we saw in the past, we use the past tense. Past Simple or Past continuous. We normally use past simple, but some verbs in English, like the verb "to wear" go in the COUNTINUOUS form when we are describing someone, like SHE WAS WEARING a dress. In present it would be: I am watching a film and Angelina Jolie is in it. She has brown hair, blue eyes and looks beautiful. She is wearing a red dress.
