They were also the people who made storefronts a thing for everyone in 3.0, literally going to every single storefront and setting it up for people. Before Luciano was even a character, Eve had an entire arc with Nick Simone. She literally ran the heroine operation with Lang and was one of the biggest drug traffickers in 3.0. She was a core member of the guild. She was one of the founders of Aegis. She was deputy mayor for two terms.

Probably because she was willing to do what the Mayor wants with the PD and she works well with him.

Cause she's new blood who wants to have a specific vision for the PD that matches what Nino is looking for.
