As someone who just won an event with Sokka's Lat, I can say confidently that this isn't just a case of Sokka getting away with it. The deck is very good. The breaker suite is unorthodox, but what it does is allow you to challenge remotes early without paying a billion for pre-full-rig echelon/cleaver/buzzsaw. Install pelangi, install revolver, run, gets you places, and there is so much tech for various corp game plans. It is hard to play though, and you have to pick your battles. Sometimes letting the corp get some points is what you have to do to develop your econ, which can be fiddly. It's not the kind of deck that wants to play pinhole turn 1 against PD, the tempo loss if they've installed something besides rashida is too huge. It's also a deck you have to avoid running centrals with later if you aren't getting good value, just click for creds instead- although I think you should take some singles on hq/rnd if they aren't iced especially if that works well with Lat. The one thing the deck might want is another tutor, perhaps a muse, to prevent the no-smc-draw non-games against PD, but you can also just draw well.
