I don't know about this specific program but I can say everything is upside down and backwards. I worked in public schools and for DSHS in WA state from 1998 to 2016 (including my Americorps internships) with kids who had committed crimes. Sex offenders already have protection. A boy was targeting a special needs girl and I was not allowed to tell her that this boy is a predator. In 2013/ 2014 everything turned around where the kids were right and the staff was wrong. I developed health problems from the stress of being constantly called into the office for holding kids accountable. I cared and I wanted to do a good job but all of a sudden I was doing it wrong. No one told us about these programs and no one told us the new rules (that way we had no way to express concerns to the union or the legislature or anyone else). A lot of good staff left and we were replaced with some staff who had no business being there (having intimate relations with kids). This whole thing is horrible. My legislature continues to fund all this. If this was supposed to save money or be good for kids it had the opposite effect. Good staff left and it costs money to train new staff. The kids knew they could get away with stuff so they acted even worse, including assaulting staff.
