Here's my take -- at some pointt last year Khabib and Dana had a falling out and Dana is taking it out on Makhachev. Notice how you see footage of Khabib talking to Trump at 302 but none of him talking to Dana. Islam asked to fight in Summer of 2023 and Dana told him to sit out until Abu Dhabi. Islam also asked to fight in March of this year but Dana told him there was no opponent available. In this interview, Dana claims Islam hasn't mentioned wanting to fight for the 170 lb belt, yet the UFC offered Islam to fight Leon during Ramadan (knowing he wouldn't take it). Dana can only screw Islam over so much though since he has Saudi and Emirati business partners.
Because Dana knows that Islam is gonna retire prematurely like Khabib did. Islam will probably fight another 3 times before he hangs it up and it pisses Dana off because he can’t invest in a guy who’s got one foot out the door like Islam does.

I was just looking it up and Jon's knockout of Cormier was overturned, and it was listed as a "No Contest" on his record. He failed the test that he took just before the fight. Meaning, he did not win that fight against Cormier. You cannot win by taking Turinabol, an anabolic steroid, before a fight.
