no there WAS 1 guy from china who went to North Korea by plane which made North Korea 1 person infected, but north Korea closed air and land and rail borders after that, and the guy who was infected in North Korea disappeared and never came back

NO, they don't pay citizens to do this, but yes, North Koreans who smuggled into China would be shipped back if the police notice them, Once, China turned a blind eye to North Korean defectors, but then happened that North Korean defectors robbed and killed at the Chinese border city.

Like US government sending back Mexican refugees.
