MAY GOD strenphen and bless you forever beloved Stéphanie M'BiDA. GOD bless AMERICA FOREVER... Armand from southern France
The Dangote Oil Refinery is a colossal industrial complex, a testament to the ambition and vision of the Dangote Group, a conglomerate owned by Aliko Dangote, Africa's richest man. The refinery in the Lekki Free Zone near Lagos, Nigeria, is set to become the largest single-train refinery globally, with a capacity of 650,000 barrels per day. The project, including a fertilizer plant and a petrochemical plant, is estimated to cost $19 billion and create over 70,000 jobs. Many view the refinery as a strategic investment that could significantly bolster Nigeria's economy, reduce its reliance on imported petroleum products, and strengthen its energy security. However, the project has encountered several challenges and controversies, from environmental concerns to land disputes to delays, cost overruns, and political interference. Environmental Concerns One of the most significant criticisms of the Dangote Oil Refinery project is its potential environmental impact and the disruption it may cause to the local communities. The refinery is being constructed on reclaimed swamp land, once a thriving ecosystem of mangroves, wetlands, and fishing grounds. The construction process, involving extensive dredging, filling, and land clearing, has led to the destruction of the natural habitat and the displacement of thousands of fishermen and farmers. Furthermore, the refinery is expected to produce substantial air pollution, greenhouse gas emissions, and wastewater, which could pose severe health risks to nearby residents and harm the climate. Several environmental groups and activists have opposed the refinery project, citing its violation of environmental laws and standards and lack of adequate environmental impact assessment and mitigation measures. They have also accused the Dangote Group of leveraging its political and economic influence to circumvent regulatory and legal processes and disregarding the affected communities' grievances and demands. Notable among these groups are the Environmental Rights Action/Friends of the Earth Nigeria (ERA/FoEN), the Nigerian Conservation Foundation (NCF), the Lekki Coastal Area Development Association (LCADA), and the Artisanal Fishermen Association of Nigeria (ARFAN). Land Disputes Another controversy surrounding the Dangote Oil Refinery project is the dispute over the ownership and compensation of the land on which the refinery is being built. The land, which covers an area of about 2,135 hectares, was acquired by the Lagos State Government in 1979 to create an industrial estate. However, the land was never fully developed, and some original owners and occupants continued to live and farm on it. In 2008, the Lagos State Government allocated the land to the Dangote Group for the refinery project without consulting or compensating the affected communities. This sparked a series of protests and lawsuits by the landowners and residents, who claimed that they were not properly notified, consulted, or compensated for the acquisition of their land. They also alleged that the Dangote Group and the Lagos State Government used force and intimidation to evict them from their land and that some of their properties and crops were destroyed or confiscated. The land dispute has resulted in several court cases, injunctions, and appeals, which have delayed the progress of the refinery project. Some groups that have challenged the land acquisition include the Otodo Gbame Community, the Ilubirin Community, the Orisunmibare Community, and the Okunraiye Community. Delays and Cost Overruns A third challenge faced by the Dangote Oil Refinery project is the delay in its completion and the increased cost. The refinery project was initially scheduled to be completed by 2016. Still, it has been pushed back several times due to various factors, such as land disputes, environmental issues, technical difficulties, logistical challenges, security threats, the COVID-19 pandemic, and the fluctuation in the global oil market. The refinery project is now expected to be completed by the end of 2022, six years behind schedule. The delay in the refinery project has also led to a significant rise in its cost, estimated to increase from $9 billion in 2013 to $19 billion in 2021, more than double the original budget. The cost escalation has been attributed to inflation, currency devaluation, the change in the scope and design of the project, the importation of equipment and materials, the compensation of contractors and workers, and the interest payments on loans. The Dangote Group has financed the refinery project mostly through loans from local and foreign banks and equity from its sources. However, the high debt burden and the low return on investment have raised doubts about the financial viability and sustainability of the refinery project. Political Interference A final issue that the Dangote Oil Refinery project has encountered is the political interference and influence that the Dangote Group has wielded in the Nigerian oil sector. The Dangote Group, which Aliko Dangote owns, has been widely regarded as one of the most powerful and influential business conglomerates in Nigeria and Africa, with interests and connections in various sectors, such as cement, sugar, flour, salt, agriculture, banking, telecommunications, and media. The Dangote Group has also been known to have close ties and patronage with the Nigerian government and political elites across different regimes and parties. The political clout of the Dangote Group has enabled it to secure favorable policies, incentives, and concessions for its refinery project, such as tax breaks, import waivers, land grants, infrastructure support, and regulatory exemptions. The Dangote Group has also been accused of using its influence to stifle the competition and dominate the Nigerian oil market by lobbying for the removal or reduction of fuel subsidies, the imposition or increase of import tariffs, the restriction or ban of fuel imports, and the allocation or control of oil licenses and refineries. The Dangote Group has denied these allegations and has maintained that its refinery project is driven by its vision and mission to create value and transform the Nigerian economy.
