Most countries do not subsidize oil, Mr Rufai. Yes, the US and EU do subsidize farmers, which is very targeted and more targeted at international trade.

I always believed Nigeria can/should afford a controlled fuel subsidy,through formulating a system and scope that'll cap the subsidy and target mostly the poor and commercial transportations.

Rufai just keeps confirming his stupidity daily. How can you compare Libya 6 million population with Nigerias 220 million population. That subsidy card from Libya should be comparing with a state like kaduna which has the same number of population.
