It's not exactly just the regular English "h" (which has just an "aspirated, vacuum cleaning" sound), but it's mixed ever so lightly with a regular "r" sound (some raspiness), I'd say. That's for the standard (Coimbra/Lisbon) accent btw, but then you have some regional accents and specially older people that roll their "R's", as well.
