This video is 5 years old, I was told that Disney hasn't brought them back therefore the term " was". Please tell me that they have returned because they are one of the many magical pieces of Disney.

No, the busts were recorded decades ago. These guys are called the Dapper Dans, a barbershop quartet who perform in Disney parks. But they are made up of different groups of singers - essentially its a role fulfilled by different cast members.
