Masters Ryuga won because his spirit was pure unlike Fury Ryuga whose spirit was greedy. Though Fury Ryuga is much more powerful, he relied on the star fragments power to win and completely forgot to use Ldrago's own power hence why he was hunting for more star fragments. It's why he got whooped by Nemesis.
The star fragment is quite literally l drago’s own power… as it was actually born from one. Collecting more fragments would actually cause RYUGA to evolve l drago further. Don’t rely on a outlier of a voice line to determine the level of power Ryuga actually has when he doesn’t rely on that to be strong
Meteo Ldrago is more capable design wise. Kenya was able to crack Ldrago Destructor because there was no rubber on top. But Meteo Ldrago has rubber on the side amd top so it could have survived Kenta's attack better. Also the Fusion wheel looks better Meteo Ldrago with greater attack capabilities. The spin track and performance tip allow extremely fast paced attacks and speed. All these features allow Hand Spin which show it is the greatest Ldrago of all.
Kenta cracked l drago because the gap between fury kenta and masters kenta is astronomical. The same goes for the power gap via evolution between Meteo and destructor L drago. A star fragment has automatically given him a boost above Meteo. We can reuse the same logic on gingka. Galaxy Pegasus was never stronger than cosmic Pegasus. The power gap changed when he gained the power of the star fragment
