"What happens when you can't pay?" So the real question is, are the proposed roads actually necessary? And of course once a toll road is in place, the free alternative will be unmaintained. The question of the Chinese system or the American system is really a preference for the US banksters who already control NZ finance.

My Melbourne experience is that City Link road tolls become very expensive, that companies annual revenue is $780m, they are milking it. Good government can build essential infrastructure, have some bloody faith and build the country for New Zealanders.

An observation about toll roads from an ex-NZer who had the delight of sampling that "orbital" around Sydney last weekend. I live 5 hours drive inland from Sydney and visit there perhaps 2-3 times a year. Being retired it has to be carefully budgeted for in advance. Road tolls for our weekend cost Aus$84. We would go to Sydney more often if we didn't have to factor in that additional cost.

ACTs toll road policy is just absurd. Road use is meant to be user pays. Road users are substantially underfunding the transport system now and are also subsidized by ratepayers and taxpayers. Remove the subsidies and have road users pay the full cost of funding the land transport system. Add congestion tolls as well but there is no need to resort to failed PPP road rolling approaches. Sydney’s toll roads are also an abject disaster with the toll company extracting monopoly profits.

Roads and potholes are synonymous. The funding model does not change that. PPP’s can have good and bad outcomes, but the same applies for any other project. Expect to see more of these in the future. If it is user pays and there are alternative options, that is OK with most of us?

You don't need to come up with any new roading projects as you already have the largest roading project staring at you and that is repairing/ rebuilding all of the state highways in northland amd I'm not just talking about poteholes there are actually sections of road you can bounce a loaded truck with. If you did that you might lower your road toll as well.

I can support tolls on the condition all levies/taxes/surcharges and such are removed from petrol and diesel. Right now we pay a toll on every litre of petrol or Km for diesel.. we don’t need a toll upon a toll.

I'm a bit puzzled on David's view on using China to build our roads essentially because they do not have liberal government like NZ. I find this quite hypocritical view on having a free trade agreement with China wherein it is okay to sell our goods to them and invite their students, workers, and tourist to spend in NZ....but not build roads (using their money and expertise)....or even fear them buying NZ properties. If this is his logic, then we should not be buying oil from OPEC Islamic countries. NZ should face the fact that our future will depend a lot in Asian trade. If we keep having this double standard approach in conducting trade, don't expect reciprocal respect from these countries. Asia can do without NZ but not the other way!

Having lived in Europe for many decades, I can say that I would wholeheartedly embrace toll roads. NZ roads are dire. I would like a new 6 lane toll road from Dunedin to Auckland. The amount of benefit that would deliver to productivity and economic progress would be enormous. Europe is full of toll roads.

As per usual ACT is all talk and no practical experience. If motorists don't want to pay increase fuel taxes to cover road maintenance, why would they pay for road tolls. Unlike the national 'steel' highway network that has to pay for for maintenance, revenue from fuel taxes and RUC's don't cover the actual costs of road maintenance. of the State Highway network. Overseas PPL for road construction and maintenance using tolls which will be expensive and there is no guarantee that the road will be fully maintained. The private part of a PPL is about profit at least costs.
