Why is that? Why would Mexico be considered in a commissioned study specifically for the great lakes area?

@@alexanderbankowski5617 Only that since their US map of urban centers crosses the Canadian border, one might expect it also to cross the Mexican border. Especially because there are considerable urban places that straddle the southern frontier.
