This one is my fault, I don't always pay close enough attention to patch notes when it comes to modules I don't fly often. Lately I've been focused on the Hind and I completely missed the ongoing FLIR upgrades.
Turns out the FLIR implementation is more realistic now, but the IR Mavericks are still using the old tech which is why I could get a lock with them even when there was no contrast on the screen.
This video demonstrates how a moving vehicle will generate more heat and show up as contrast on a FLIR display for both the TPOD and the IR Maverick.
Sorry for any confusion this caused!

This is basically the new FLIR model. The other aspects is, turrets/weapons after being fired will stand out now. (That's a good way to "lure" static vehicles into producing an IR signature). Time of day/temperature transition should matter, as well, but not sure it's fully implemented, yet. At least Wags talked about it in some of the Apache videos. In my experience there are still a couple static objects that need an IR signature, e.g. the static personnel "sailor" model is "cold as ice" (black) in WHOT on the FLIR, but the infantry models stand out nicely. Cool is the foliage and bushes now really act as cover for the IR signature and you need a good angle to spot infantry hiding in orchards, woods etc.

I guess for mission makers this means we are going to have to have vehicles moving all over so regular dcs players (not ones with thousands of hours in a jet) will be able to pick them up in flir. At moment its very hard to find static vehicles in most aircraft

Units can have their engines on while stationary which will make them more visible in IR.

But there is still something missing - I guess this should be in Mission Editor - In reality, not all still standing vehicles have the engine off. We should have an option in ME to set it to "Stationary but engnie running".

Okay I have been dealing with the FLIR issue in the Harrier for a few days now. I have the same problem; no heat signature from my targets. I was not able to get any kind of lock on them whatsoever, whether it be the FLIR or the Maverick seeker head. I also had the thought that maybe the FLIR sees it as cold and dead because it is. If it's sitting there not moving with no engine running, of course it will be cold. But something that I did in the Hornet last night made me second guess that theory. I tried the same mission using an F-18 instead of an AV-8B. Same FLIR, same Maverick, same targets. Of course it all worked. But I noticed something. I had four BTR-80's along side a road, and as soon as I took out the first one, two of the others immediately changed their position. So they apparently weren't sitting there cold and dark. Just an observation. Tonight, I will try the Harrier again and I will make sure the targets are moving a bit so they should definitely give off a heat signature.

I get the impression that IR in general is very WIP and volatile right now. I'm betting we'll see a lot of change to how it works over the course of this year or so.

Thanks for the update. So, correct me if I am wrong but at the moment, we cannot set a ground vehicle to idle/warm in the mission editor.

Far as I know you are correct. I would consider the entire state of FLIR to be WIP right now and for the next year probably

Okay, but how does this work exactly? Was the cold BTR set to "inactive", reducing the heat signature to a "minimal" state? How does the heat signature change? Is it just an 'active'/'inactive' flag, or is it based on how long a unit has used its main engine? How much does this extend to AAA/SAM units, which use a generator to produce power, instead of running the main engine? Knowing things is part of the job for a pilot and I just don't understand how exactly this works yet.

If you spawn an AI unit, they'll start cold with engines off by default unless given waypoints (might be a few other things you can do, but giving them waypoints to follow works). "How does the heat signature change? Is it just an 'active'/'inactive' flag, or is it based on how long a unit has used its main engine?" The system supports things gradually heating up and cooling down (you even used to be able to play with the FLIR textures in the modelviewer). "How much does this extend to AAA/SAM units, which use a generator to produce power, instead of running the main engine?" Generators aren't really modelled in DCS (certainly not APU like generators on things like the Shilka, 2S6, Straight Flush etc), but things like RADAR antennae will usually start hot. Barrels will heat up as they fire (and will cool down afterwards) etc. I'll have to do some more testing.

Well, basically it "works" like in real life, even tracks/tires from tanks start to warm up during movement... what produces heat (engine, weapons firing, parts moving, etc.) starts to glow in IR view and needs to cool down. IIRC the temperature differential between background and object is relevant as well. So a Tank in 40°C desert should blend in, while on a mountain in the Caucasus it should stand out. I am not sure if this is already implemented, but it is/was planned, from the information in the videos and newsletters.
