Mickey E Steve is very much at fault here, not saying Judy is innocent by any stretch of the imagination but Steve is the one who told her to keep going(forcefully and insultingly) turning this into a hit and run. Like Jen said in the finale, Judy DID want to stop

Dre Newman no one condones her actions. It's the fact she actually feels remorse and wants to do better.

It's hard to hate someone who actually feels badly about what they did and does everything they can to make others feel better and do better themselves. Many of us wouldn't actually do what she did, most people usually hit and run in my experience. That is a tough situation to be in, I do understand.
