The President alone has no authority to enter into so called "secret agreement" involving Philippine territory. There must be voting from Congress to approve any so called "secret agreement" involving Philippine territory. This is public information which is standard procedure in all democratic states in the world and is written in our 1987 Constitution. Hence, any discussion of "secret agreement" is useless since it is never valid in the first place.

In a democracy, All government power and authority comes from the people, a single person cannot dictate the fate of the country, without approval from the representatives of the people, which is the Senate. Hence, any "secret agreement" involving territory, unwritten and unknown by the people, is useless, baseless, and void. This is basic information.
