No he didn't. He wanted raw power versus raw power. But deku was using smoke screen, danger sense, and blackwhip. But then muscular's muscles tore open and deku hit him. That's not the kind of rematch he wanted.

Deku is actually considered the weakest hero bakugo ends up freeing deku at the end which in turn is by relieving him of all mighty power by making a deal with the doctors clone to let him go but dabble crosses the scientist. So deku is left as himself and he marries ( blank) so bakugo with deku help learns all mights power with a month of training gets full access and it somehow awakened his own ability a little further and than sum. Deku doesn't hate that he doesn't have almighty power he felt it was right on ballgown. And bukugo is a full time hero now with a kid and we all know who got her ( gravity girl) what made it funnier was she asked bakugo . Oh and deku finally did awaken his power. And I mean his power. So to sum it up deku balls or something in his body stopped him from getting the powers. My guess was the doctor kept Givin him shots to suppress powers cause he actually has multiple suppressors and he actually works for the government to keep the villains and hero in check we find out later
