@Sylar Rogue deleting system32 just kills the os, even the dll files needed to run apps are there, you could either reinstall or just copy a system32 from other pc with the same os as you have, i often do the latter one with my triple boot hard drive lol

This, also you don't need to wipe and reinstall Windows, you just have to use an external repair source AFAIK. (it's not like I've ever tried doing this though)

You can boot a Live Linux distro or something like that, go into your user folder(s) and recover the data

Depends on which files you delete. Some files provide extra functionality that can be deleted however you cannot use the features of the files you deleted.

I think a long time ago back when PC's were more of a new thing there use to be people who were told tricked into thinking system32 was a virus and that by deleting it, they would fix the problems with their computer.

That's not correct actually, the full command is "sudo rm -rf /* --no-preserve-root" there is no shorthand for that final option Here's something to scare you though, systemd (at least used to) keep(s) /sys/firmware/efi/efivars as writable which meant if your motherboard had a bad implementation of efi, then rm rf could actually brick your entire computer, no way to recover besides replacing the mobo
