Submarines are our enduring advantage that we hold over our adversaries, dare I say enemies. And these new investments are just gonna widen that gap. I say invest even more in submarines, take the money from aircraft carrier and build SSN(X) in 2030, invest heavily in next generation strike capability (replacement for Tomahawk and next gen anti ship missile) which should be at least supersonic if not hypersonic. This could help keep retired submariners employed, keep the boat works supply chain running, and the boats can revolutionize many aspects of global biogeochemical research. With this change in mission, the launch tubes can be used as biofuel storage tanks and the reactors can be replaced with a diesels. The subs would be more limited yet would be good enough for research. I believe saving the Ohio fleet, by converting them to research vessels, is a once in a generation opportunity for the marine sciences and would keep these great boats and submariners working; working for science. Possibly, the Ohio reactors can be used in the new boats. If so, that could take a big bite out of the new boat cost. Please do everything that can be done to max out the use of the Ohio fleet; science needs them. While I'm at it, I would also like the retired USS JFK used for science as well. Scraping of our old carriers should be stopped. Those carriers can be support vessels for the science sub fleet and space launch pads.

Diesel-electric submarines are more defensively focused, because of their lower speeds and range. Not the sort of boat you'd want as a nation that has lots of interests across the world's oceans. With that said, technology is moving forward very quickly and there's no telling what diesel-electric/air independent submarines can do in the future.
