Dell 3521| No power | 3V_5V IC short | PCH_PWR_EN absent |  

Hi guys!
We attempted to repair a Dell laptop 3521 LA-9104P with no power case. From the diagnosis we found that 3V_5V IC short and SIO is sending low impedence on the signal PCH_PWR_EN.
We managed to bypass the signal to make the laptop back to life
