Is it possible to use DPO to reduce system performance rather than increase it? Some programs that run mundane tasks such as ripping DVDs can make 100% CPU usage meaning that the fans go into overdrive, and this is totally unnecessary.

I reinstalled my windows 10. then I reinstalled DPO free version. for some reason. it does not work anymore. I can't find it in my program menu. anyone know who to fix this?
